Chocolate Pudding Cake

Mix the following together:
 2 c flour
 1/2 tsp Salt
 1 1/2 c Sugar
 4 tsp Baking Powder
 3 Tablespoons Cocoa
 1 c Milk
 4 T Oil
 2 tsp Vanilla

Spread in a baking pan (approx. 9x15)

Mix together and spread over pan mixture:
 1 c White Sugar
 1 c Brown Sugar
 5 T Cocoa

Pour 2 cups cold water over the top and bake at 350 degrees until top is slightly hard.
